Job Summary
The Corporate Radiation Safety Officer leads the development and implementation of a centralized vision for Radiation Safety within Eastern Health. In this role, the Corporate Radiation Safety Officer will advise and work closely with Site/Program Radiation Safety Officers (RSO), Quality and Safety Committees, Management and Staff to ensure compliance with federal and provincial radiation safety licenses and regulations. The purpose is to foster a safety culture in which the use of ionizing radiation provides clinical and research benefits with minimal risk to the public, staff and environment.
The Corporate Radiation Safety Officer will be responsible for developing, implementing, evaluating and overseeing a corporate radiation safety program; confirming license applicant authority and financial guarantees are in place and maintained; ensuring the program aligns with Eastern Health's Occupational Health & Safety Management system as part of the Workplace Health and Safety department; acting as a signing authority and primary contact person for federal and provincial licensing/regulatory authorities; managing a radiation safety program through routine administration, audits and enforcement; managing staff and public questions regarding radiation safety issues; and ensuring communication strategies and reporting processes between Eastern Health facilities and federal/provincial regulatory authorities are in place and performing other related duties as required.
Job Qualifications
Education
Baccalaureate degree in Science or Engineering (or recognized equivalent as determined by the employer) is required.
Master's Degree is preferred.
Current and Continuing certification by the Canadian Association of Medical Radiation Technologists, Canadian Radiation Protection Association, or Canadian College of Physicists in Medicine is required.
Documented training specific to radiation safety is required.
Experience
Minimum five (5) years progressively responsible leadership experience, preferably in a healthcare environment is required.
Experience managing and leading teams of staff and initiatives in a complex environment.
Experience in designing and implementing adult learning programs.
Experience in developing and interpreting complex regulatory documents.
Experience working in a multi-site environment and with senior levels of organizations, governments, professional associations.
Competencies (Knowledge, Skills & Abilities)
Expert knowledge of applicable legislation and Acts (including Nuclear Safety and Control Act, Transportation of Dangerous Goods Act, NL Occupation Health and Safety Act, NL Occupational Health and Safety Regulations, NL Radiation Health and Safety Act, NL Radiation Health and Safety Legislation, Canadian Nuclear Safety Commission Regulations, Health Canada Radiation Emitting Devices Act).
Knowledge of project management systems and practices.
Knowledge in quality improvement, change management and evidenced based practice.
Demonstrated strong leadership skills with the ability to foster collaboration, shared direction and manage a team of highly skilled professionals.
Demonstrated exceptional interpersonal skills with a proven track record of building and maintaining effective working relationships at all levels of the organization and with all partners.
Demonstrated strong oral, written and presentation skills.
Demonstrated strong facilitation, consensus-building, negotiation and conflict management skills.
Demonstrated highly developed critical thinking skills and ability to conceptualize and develop solutions.
Demonstrated ability to manage, facilitate and coach on quality improvement and change initiatives
