Job Summary
The Manager leads the Human Resource Solutions and Analytics Division of the Human Resources Client Services Department within a large complex and diverse regional health care authority. The Manager is accountable for providing leadership, vision, and direction for the division, in relation to Human Resources technologies and workforce analytics in Eastern Health. The Manager works collaboratively with Managers and Directors in all Human Resources Departments to identify and apply technology and data analytics to support the Human Resources operational plans and people strategies for the organization. The Manager is accountable to managing and leveraging technology to gain operational efficiencies, measure performance and improve quality of Human Resource service delivery.

The Manager provides strategic leadership regarding the division's mandate, focus, and service delivery model, which has a regional impact. The division's mandate flows from Eastern Health's Strategic Plan having direct impact on specific strategic directions including people development, effective leadership and organizational transition. The mandate of the division also encompasses integration in the areas of development of regional administrative polices, operational planning, and achieving a balanced budget.

Job Qualifications

Education
Bachelor's Degree in Business Administration (Human Resources concentration) or Information Technology related field is required.
Master's Degree in the area of Business Administration, Health Administration, or Employment Relations would be an asset.
Membership/Certification with Certification as a Chartered Professional in Human Resources (CPHR) would be an asset.
Project management certificate and course work would be assets.

Experience
A minimum of five years of progressive management experience in Human Resources in a Health Care environment with extensive knowledge of relevant Employment and Labour Legislation, provincial collective agreements and work practices within all areas of Human Resources Management is required.
Experience in managing people and processes as well as experience in leading effective change management initiatives are required.

Competencies (Knowledge, Skills & Abilities)
In depth Human Resources Management knowledge and skill in all functional areas of Human Resources Management.
Knowledge of computerized human resources and payroll systems is required, preferably experience with Meditech Payroll, COGNOS, and MediHR systems.
Knowledge of performance management and techniques for monitoring and reporting performance
Knowledge of change management and project management systems and practices and experience in leading teams to deliver assigned projects and programs, under limited direction to agreed timeframes.
Knowledge of a healthy workplace and safety parameters and the ability to foster and support a safe and healthy work environment.
Demonstrated management practice and decision making, applying organizational values and ethical standards.
Demonstrated high level interpersonal, negotiation, and networking skills in order to establish and maintain positive working relationships with staff at all levels of the organization, and with stakeholders.
Demonstrated high level, oral, written and presentation skills for the purpose of facilitating decision making through clear and well-structured reports, presentations, briefs, submissions, and strategic documents.
Demonstrated time management and organizational skills; demonstrated conceptual and analytical skills.
Ability to delegate responsibility effectively and coach a diverse group of employees to develop their capabilities.
Ability to manage budgets and utilize funds allocated in accordance with prescribed policies and guidelines.
Ability to manage and foster continuous improvement, quality processes, and a learning culture.
Creative, innovative, and progressive thinking.
Ability to drive consensus, resolve conflicts, and facilitate solutions.
Ability to research, analyze, and interpret information from a variety of sources and subject areas.
Ability to exhibit self confidence in one's ideas and capability to be effective and successful.
Awareness of privacy and confidentiality policies and guidelines as they relate to the collection, maintenance of, and handling of personal information.
