Job Summary
Cancer Care Program, Eastern Health is seeking an experienced Manager to lead the Newfoundland and Labrador Cancer Care Registry (NLCCR) which is comprised of the provincial cancer registry and cytology database and the three-provincial population-based screening program registries and the newly developed provincial systemic therapy database. The manager is responsible for a significant health information management of the Provincial Cancer Care Program including the NLCCR and its associated databases. This position requires strong leadership and organizational skills coupled with the technical knowledge of registry and database management, analytics and reporting.

The NLCCR is a designated provincial registry of the Provincial Cancer Care Program and is key in supporting cancer surveillance and population-based cancer research. The manager will lead the NLCCR and be responsible for management of the information contained in the provincial cancer registry databases ensuring all cancer cases are processed (collected, registered, classified and maintained) in an efficient manner for effective health care planning, monitoring and delivery as well as statistical reporting and analyses. The manager works closely with the Cancer Care Program Team, and other key partners and stakeholders provincially and nationally to facilitate and coordinate various information needs such as: disease and treatment surveillance measures; system performance; provincial and pan-Canadian reporting requirements related to cancer (eg. annual data submissions to Statistics Canada). The Manager supports knowledge development and translation, staff performance and professional development, and ensures that data and systems are in place to maintain appropriate monitoring and evaluation of the provincial cancer system. As a component of the information management role, the manager will have responsibility for the clerical staff ensuring the electronic health record (ARIA) processes of the Cancer Care Program operate efficiently and effectively.

Job Qualifications

Bachelor's degree in health information or analytics, such as Health Information Management, Health Information Science, Clinical Epidemiology or related field is required.
Certification as a Cancer Tumour Registrar (CTR) is an asset.

Minimum of five years' experience within the last seven years working on a management or leadership role, with experience in managing health information, is required.
Experience with ARIA computer systems is an asset.
Experience in Staging TNM and Collaborative Staging is an asset.
Experience in data analytics is an asset.

Competencies (Knowledge, Skills & Abilities)
Familiarity with the Canadian Cancer Registries Data Dictionary, North American Association of Central Cancer Registries Data Standards, International Association of Central Cancer Registries and International Association of Cancer Registries would be considered an asset.
Demonstrated initiative and high level of judgement.
Demonstrated strong leadership skills.
Demonstrated strong written, analytical, and organizational skills.
Demonstrated effective research, analytical, critical thinking, planning and evaluation skills.
Demonstrated computer literacy as it relates to data analysis, budgeting, word processing and online communication tools.
Demonstrated ability to identify data flaws, trends in analytical data, draw conclusions as to the impact or anomalies.

A satisfactory record of work performance and attendance is required.
